An endless field of ruined and decaying cities and a centre for all the bureaucracy of The Nine Hells. An acrid stench fills the air.

History

Once a beautiful and fully urbanised realm, The layer was reduced to its current decayed state following Baalzebul's attempt to overthrow Asmodeus failed. Asmodeus destroyed Baalzebul's layer of hell in punishment and turned him into a slug for every lie he told with each lie extending the time he remained a slug. Asmodeus did not demote Baalzebul however, knowing that his intellect would be useful to him.
