High King/Queen

The High King/Queen is the unquestioned ruler of the Mountain Kingdom, decided not by lineage but by ancient rites of legislation and combat. Whenever a High King/Queen passes, his selected heir is chosen from his cabinet of most trusted friends. Before being crowned, there is a short time where the cabinet may collectively elect another. If the former does not step down, ceremonial combat is conducted until one either submits or passes out. (In specific circumstances, a champion may fight on the electorates behalf)
