Structure

The Mosaic Council
The Mosaic Council serves as the central governing body, comprising 51 representatives—three from each of the 17 Shards. Tasked with deliberating on city-wide matters, the Council oversees legislative decisions, foreign relations, and the management of shared resources like ports and infrastructure. While the Council is intended to reflect the collective will of the Shards, Elves and Humans wield significant influence due to their larger populations and economic power, subtly shaping the city’s policies.
The Port Authority
The Port Authority is the lifeblood of the Mosaic, overseeing the city’s bustling harbours and waterways. Managed under the Council’s direction, it ensures the smooth operation of trade with distant lands, such as Shaewrend, while maintaining security and efficiency. The ports serve as both the economic and cultural gateway of the city, enabling the Mosaic to thrive as a hub of exchange and opportunity.
Trade Guilds
The Trade Guilds are independent organizations representing merchants, artisans, and labourers, essential to the city’s economy. These guilds bridge inter-Shard relations, manage trade networks, and resolve disputes, ensuring the smooth flow of goods and services across the Mosaic and beyond. While technically independent from the Council, their economic clout grants them significant influence in city affairs.
The Shards
The Shards are the foundational communities of the Mosaic, each preserving its distinct cultural, linguistic, and religious identity within its old-quarter. As the shadow of Ro’Gnesh loomed over the arid expanse, migratory pressure intensified, forcing long-established desert tribes to abandon their ancestral lands. Initially displaced to the periphery of the desert, they were soon driven further southward into the contested Gnasc Plains. Clashes with the nomadic inhabitants of the plains defined this era, leading to a cycle of conflict and negotiation over scarce resources. These early struggles laid the foundation for the eventual settlement of the delta, a natural refuge where rivers converged and fertile lands promised stability.

By this time, 17 tribes had carved out distinct territories along the banks of Yrych’s Vein River, each wary of the others. Nomadic groups of the surrounding plains faced a pivotal decision: integrate into the growing delta society or resist through raiding and isolation. The once-isolated tribes turned their gaze outward, establishing ports and experimenting with shipbuilding.
In 1550 CE, the delta’s growing influence caught the attention of Orelithian traders from Shaewrend, marking its entry into international trade. This connection accelerated economic expansion, introducing new goods, ideas, and diplomatic relationships.

Military

With forces divided into Inland and Coastal operations, and bolstered by strategic alliances, the Mosaic maintains stability while projecting its influence across the region.
Inland Forces
The Inland Forces are tasked with defending the borders of the Mosaic and maintaining internal stability. This includes a robust network of land forces and river-based naval units that provide logistical support and rapid response capabilities. Soldiers from every Shard contribute to the Inland Forces, but the Orcari, renowned for their martial prowess and discipline, serve in greater numbers than any other group.
Inland Accords: To the north, the Mosaic has forged accords with the nomadic tribes that dwell between the Khule Desert and the Mosaic. These agreements ensure a strong buffer zone of aligned raiders and nomads who act as both defenders and scouts, protecting the region from incursions by Ro’Gnesh. Coastal Forces
The Coastal Forces include the Mosaic’s navy and accompanying military units, responsible for defending the coastline and securing trade routes. Cruentum Accords: The Mosaic has established a pragmatic alliance with the pirate nation of Cruentum. Known for its multicultural and anti-slavery stance, Cruentum boasts the finest shipwrights in Fanterath. The accords grant Cruentum ships safe harbor within the Mosaic, enabling them to participate in legitimate trade despite their piratical reputation. In exchange, Cruentum’s pirates agree to avoid the trade routes between the Mosaic and Orelithia and assist in defending the coast against threats such as the Stormforged Host.
The Shardless
The Shardless are a unique and elite force within the Mosaic military, composed of individuals who have taken the Mosaic Oath, severing ties to their families and dedicating themselves entirely to the city-state. They symbolize the unity and diversity of the Mosaic, embodying its ideals of collective strength and shared purpose.
The Shardless serve as the personal guards of the Mosaic Council and the heads of the Trade Guilds.
