Scope

The motivation behind building FALLOUT: THE PITT

To expand upon the lore of The Pitt within the Fallout world. I want to explore the relationships between raiders and slavers as well as the tough choices those in the post-apocalypse must make.

The goal of the project

I am creating for a D&D campaign. I want my audience to feel like their choices matter and have some impact on the world at large, akin to the Fallout series. I want to design unique and interesting locations with fun lore and moments.

FALLOUT: THE PITT's Unique Selling point

How will the Pitt, and its inhabitants, fare against rising tensions between raider factions and outside influences?

Theme

Genre

Nuclear Powered Post-apocalyptic. Some elements of more traditional Sci-Fi are present as well as absurdist humor in the form of capitalism critiques.

Reader Experience

Players should largely feel like the world is a dangerous place with unsavory characters. There should almost always be a looming sense of being "stuck in time" from the cultural influences surrounding everything (billboards, radio stations, food, etc.)   Levity can be brought to the situation by leaning into the absurd and uncanny while maintaining that this is "real" - ex: a radio bit calling for the extermination of the Ghoul population that is ad sponsored by a food company.

Reader Tone

The tone should be a mixture of light and dark. The core themes, like war, slavery, and adjusting to change, should be kept grounded and feel more dark, while the characters and situations, like a prewar ghoul stuck in a pierogi uniform, can be silly and laughable.

Recurring Themes

  1. Us vs. Them: The concept will be shown through the haves and have nots, ghouls and human population coexistence, and other various differences that may cause strife between a populace.
  2. Tough Times Call For Tough Decisions: Not everyone is well off enough to make the simple and/or good decision. Sometimes good people will do bad things because it means they get to eat another meal and sleep another night.
  3. Some Things Never Change: Even before the war, people squabbled over resources. Though the exact nature of power has changed, there are those out there that still wish to wield it and all that comes with it. War is inevitable.

Character Agency

Character agency should be conceptually high, in so far as players are able to alter/choose outcomes of events and therefore create change over time. It may not be immediately noticeable, but should be remembered.

Focus

  • Military Influence - The BoS wiped out nearly half the population during their first sweep through The Pitt, resulting in what's now known as The Scourge. Since then, there hasn't been much, if any, formal military influence. All that really remains is Ashur, a former BoS Initiate who overtook the raider gangs of the Pitt and has been ruling the area with an iron fist since.

    Now, almost 30 years later, the BoS is returning to finish the job and wipe The Pitt, raiders, trogs, and civilians alike, off the map. Strategically, this is being done to keep the TDC under control and stop it from spreading to other major areas like the Commonwealth and DC. However, it may also be because the BoS want to collect the industrious technology that exists within The Pitt and knows the last time they were here they didn't make any friends.
  • Government Presence - Ashur is the sole figure that could even be considered a leader here. He largely rules over the raiders of The Pitt and keeps everyone in line. That's not to say everyone follows him, but chances are good that everyone knows of him. You can find some settlements that are outside of the influence of the raiders and who have appointed their own leader, but those places are few and far between.

    Ashur allows the various raider gangs to appoint their own "leader", so as to more easily be granted audience. The three major raider factions are the Fanatics led by Mean Joe, the Pack led by Jambo, and the Technicians led by Dave. Each faction holds off an area of entry into the Pitt.
  • Class Relations - There is much to be improved upon here. For starters, The Pitt is primarily broken into two categories, the Raiders and the Slaves. If you aren't in one group, you probably will end up in the other. This isn't true everywhere in The Pitt as some settlements offer refuge for escaped slaves. Largely though, it doesn't matter who you are, anyone and everyone can be a slave.  
  • Ashur makes sure to placate the slaves by offering opportunities to "remove the shackles that bind them" and join him and his raiders. This is done through a grueling contest to the death in The Hole. If a slave succeeds, they are granted freedom and get to join Ashur and the raiders in Uptown/Haven.

  • Elder Lyons (She/Her) has the BoS planning an excursion to The Pitt to investigate TDC (as well as reclaim any old world technology.) They are operating out of Brunot Power. Unbeknownst to Elder Lyons, Star Paladin Victoria Hart (She/Her) and her crew is looking to fully secure The Pitt and rid the wasteland of TDC.

  • The TDC issue has become rampant, even with a cure on the horizon. The raiders under Ashur have become restless because of this. Many of them, including Jambo (It/Its), are beginning to push back on Ashur's leadership, though it's clear, if Ashur loses control, then any hope of a cure is lost.

  • A traveling performance seems to be leaving people in a state of madness. The leader of the circus, Lilith Waite (She/Her), has been seen rehearsing her acts out of a strange leather-bound book. She found in in the old Dunwich Industrial's building to the south. She didn't stay long as the place really creeped her out.

  • The Union has been trying to stabilize after years of hardship. Their leader, Pepper Atkins (She/Her), has recently been in contact with the Railroad, which is both good and bad. While it may provide the Union with a stronger sense of security, it brings with it the potential infiltration of the Institute.

  • A scientist, Dr. Jesse "J" Buckner (They/Them), has seen enough. They are no longer waiting for a false promise to rid The Pitt of TDC. They plan on utilizing a nearby Wes-Tek facility and performing research and experiments all their own. There has to be a solution... maybe something involving the FEV?
