Guardians
"The ends justify the means. They have to."
The Guardians are the closest thing to law and order in Portland. Their status as the city's defenders befits their name, and having seen what is out there it definitely appears to be an earned title.
The history of Portland and the history of the Guardians appear closely tied together. Old information from a previous resident of the city suggested that the Guardians were at odds with a group known as the Coalition of Cascadia Reborn over control of the city. By the time the NCR expedition group arrived in Portland however it was made apparent that that fight had long since been decided, with the CoCR dead and gone for over 15 years and the Guardians left as the city's de-facto ruling faction. Their leader is a man who calls himself General Horn, an old ghoul in a suit of heavily modified power armor who runs the Guardians like a drill sergeant straight out of the old world. His ruthless methods for fighting the many threats to Portland's safety are the subject of many debates, but when the threats start breaking down doors and shooting into bedrooms there are few other groups that the residents of Portland can call on for aid.
Today their chief foe comes in the form of a horde an encroaching horde of the Super Mutants operating out of Beaverton pounding on the city's western walls. The Tigard Line, so named for the town through which it was originally constructed, is the edge of territory that the Guardians have been fighting a stalemate with the mutants over for months. Until an unexpected break in the defenses in late August of 2210 shook everything up. The Guardian's forces have been on the backfoot since the surprise attack at the Stongehenge Broadcast Center. Ever since then the Guardians have been slowly pushed back out of downtown Portland, routed and now having their defenses used against them by the mutants.
The Portland expedition crew happened to be in the wrong place at the wrong time when the Tigard Line broke, and wound up with first hand experience of what it's like to be caught in the crossfire and exactly what the city is up against. Horn attributes the destabilization of the Tigard Line, and thus the worsening of the invasion of Portland, to an outsider barreling through the defenses and leaving a weak link in the chain that mutants were able to exploit. He personally put a bounty out on the individual he believed responsible, and thanks to a fortuitous meeting with the party this person is in the Guardian's custody and sure to face Horn's vengeance. While the mutants are the main focus of the Guardians' efforts there are, as Horn would say, a dozen fires burning around the city that all need to be put out before they get too big. While the Guardians may be the largest faction in Portland by a good measure, their numbers and arms are ultimately finite and they cannot be everywhere at once. They are open to accepting aid from any enterprising wanderers seeking to help keep the peace in Cascadia in exchange for the Guardians' military-level support. Perhaps the right hands working on behalf of Portland's protectors could turn their reputation around. They'd certainly have their work cut out for them.
