Torragon Merchant Consortium
The species known as the Torragon, created the Torragon Merchant Consortium as they started to travel more in space and it was a means to organize domestic/foreign trade better and create a military that focused on protecting the trade routes. It eventually was given the power to deal with legal issues of anything related to any businesses or guilds making it more akin to a government.
As they became more known in the universe, they had guilds from other species registered under them and have become the leading economic power. They were the first to meet the Green Mage Society when they left Earth to terraform and colonize other worlds. They developed a close relationship with the Green Mage Society due to their assistance with bringing life or reviving life to various worlds that were under Torragon's control and the Green Mages' ability to make various Brews that the Torragon people took a liking to. This is why they got involved with the Brew Wars when the Green Mage Society was under threat by a group of Mega Corporations that formed a couple of centuries after groups of humans left Earth. When the Mega Corporation started to attempt to take out the Green Mage Society to keep a monopoly on alcohol by kidnapping members, torturing and killing them, and eventually escalating to the point the Green Mages evacuated from any non-GMS(Green Mage Society) controlled worlds and the War began. The Green Mage Society didn't request any help from the Torragon Merchant Consortium, but they heard what was happening after many left their worlds and their brew supply started to shrink. After multiple meetings with the highest members of the Consortium, they decided to send their fleets despite the Green Mage Society not being members or registered with them since they are not really a group of Merchants.
After that war, they developed a suspicion of humans not of the Green Mage Society, and viewed them as short-sighted and more likely to hurt long-term profits rather than a way to increase them. They do allow some to still register with them and join them despite this.
Smuggling is frowned upon and usually actively put down. There are rare occasions where a blind eye was turned, but there has never been any evidence of such a thing. They have banned the protection of specific drug trades, Sentient trafficking (including an Android race that was later discovered), and poaching operations.
The highest members of the Consortium are referred to as Magistratus and usually consist of 9 Magistratus serving at one time. Occasionally the number does increase and it is rarely a non-Torragon that holds the position. The positions under them seem to be in flux regarding what titles they are given and how many there are of them since it is the Magistratus that decides these things. Whenever a new Magistratus is appointed the changes can take decades.
