Outlands

The Outlands is the plane between the Outer Planes - the plane of neutrality, connecting all sixteen of the outer planes together. It is a great disk, with a single, impossibly tall mountain that rises into the clouds. Atop this mountain is a great toroid floating above - the city of Sigil. At equidistant points around the Outlands lie sixteen towns, each with a portal that leads to one of the sixteen outer planes. The Outlands is ruled by the Lady of Pain from Sigil, and due to her influence, even deities are unable to manifest their power on the plane.
