Senate

Each minotaur city is ruled by a senate of bulls that have been voted into their positions during the Year of the Hand. The senate is responsible for all matters of governance such as:

• taxes
• trade agreements
• international relations
• infrastructure maintenance
• judicial proceedings
• declarations of war

The only requirements to be voted a senator is live within the city and to wear a voting ring. Any bull that meets these requirement will then try to convince the other voters in his district to vote him into power. Once a bull has been voted into office he is expected to vote as his district wishes, regardless of his own feelings. Speaking in any way other than what the citizens of that district wish is dangerous and can cost a senator his seat or more.
All senate meetings are public but only citizens with a voting ring may speak.
