The Gods are inherently bound by laws and rules, making it difficult for them to act. This is why they rely so much on mortals, and formerly their Demigod children, to do their bidding.

The Divine Truce:
After the
Exorsian Civil Wars, at the end of the Bronze Age, the divine Pantheon swore a
Stygian Oath to never bring war to the Material Plane again. As part of this oath the Gods swore that no more Gods would be created or born, including Demigods.
The Unchanging Nature of the Divine:
The Gods and their creations, from Primordials to Lesser Idols, are incapable of changing their natures. Only mortals possess free will and are capable of change and personal growth.
