Thane Savalle is an Otter Clan Customs Officer. She is one of the Harpy sub-spices of Children of Air.
All the Air Otter Clan Customs Officers can fly. That way a Custom airship does not need to come next to an incoming ship. They also help the Harber master sort out where a ship should dock depending on where their cargo is going.
Otter Clan Customs Officer's also act as navigaters for non Otter Clan Airships going to Mohawk.
