Description

Victor is slightly irratible with dry humor and pessimism thrown about. He is how he is to everyone. No matter how close you get, he is what he is the day he meets you. First impressions mean the world to him and he will rarely go back on them.

Backstory:
Born the son of a deli owner in the once deplorable heights. His mother and father lived happily together. Once Victor came along, tragedy struck in the form of medical bills. In an attempt to dodge the hefty birth bill, his mother opted for a bathtub birth and sadly passed during labor. Shattering his Father's heart, Victor's birth brought the downfall of this family. His father owned a 1 bedroom flat above the shop he ran. Being older for having a child, the 50 year old had very little energy to spend on a child and a failing business. This resulted in the quick decline of his relationship with his son. This led to Victor raising himself on the border of the Heights and the Ward. Raising himself with miscreants, Victor held plenty of chances to disappoint his father before he passed away around his 21st birthday. His 71 year old father left a paid off flat and storefront to his son, and nothing else. The store ran sloppily with Victor at its helm, until a criminal crashed a truck through the front glass during an escape attempt. Boarding up the windows on this part of his past, Victor sought easier employment. Today Victor lives a not-so comfortable life of poverty, working with a former Food supplier friend of his father's and making barely enough to survive. Victor needs more, and that is where his story leaves off!

Basic: Victor can "teleport" his limbs anywhere within his vision, as long as he can clearly define where he wishes to teleport his limb. For example, if he can see in the window of a building, he can teleport his hand within the building, but he cannot pull anything back when he stops teleporting (IE, picking up a pencil. The pencil won't teleport back with his hand)
Minor: If the location is easily seen, a portal can be placed in two locations within the user's field of vision. At a basic level, it can create two portals a foot in diameter.
Normal: At a normal level, the portal moves up to 3 feet in diameter, allowing for most humans to go through them.
