Top Town
Top Town is a large fishing town and port in Western Lainland. Thanks to it's convenient location, it has become an entertainment hotspot for Imperial soldiers traveling between The Dragon's Tooth and Tidewater Rock. It is infamous for being one of only a few places in the entirety of the River Kingdoms where pirates and soldiers carouse together, so long as no one talks about work.
Every form of entertainment imaginable can be found in Top Town, even things that are not strictly legal within the Empire. Marchioness Rian Gantulga decreed with her rise to power that Top Town shall "have no jail nor prison nor anything of the sort. Crime in my city is to be paid and repented for immediately, and if the criminal should have no gold then his life shall have to do".
Government
While technically the seat of power of the Marchioness of Western Lainland, the fact is that she prefers to delegate power to bootlicking underlings, especially the trusted Thane Jaylonel Evergreen, a Langite turncoat that has worked for the Gantulga family for generations.
