The University at Shimmering Rock
The University at Shimmering Rock, more commonly referred to as simply "The University", is a guild dedicated to study, education, and the accumulation of knowledge. Unlike their friendly rivals The Order of the Eye, those of The University seek to understand and solve, not simply gather knowledge for it's own sake.
When one attends The University, they choose a field from among many that the Masters offer. Generally speaking, at any given time The University offers between forty and sixty courses, though there have been years in which over a hundred were offered and at least one year in which only ten were available. The most commonly studied fields are Magical Theory, Medicine, Warcraft, Mathematics, Mundane Biology, History of Illiria, Metallurgy, and Architecture. The Masters of The University alone decides when a student has gained enough knowledge in their chosen subject to be declared a "Scholar" of the subject and awarded with an emblem signifying their mastery over it. The emblems are worn on silk sashes, and many members of The University seek to collect as many as possible. University-trained Scholars are often sought after as members of noble courts, and are usually paid well for their services. Anyone that can prove they were tutored by a Scholar may attempt to gain Scholar status by traveling to Shimmering Rock and answering questions on their chosen subject until The Masters are satisfied of their knowledge.
Structure
The University is governed by a council of fifty five master scholars, each the absolute authority on their subject. The masters of The University vote on all things and all things pass or fail by the "rule of clear majority", which states that all matters brought before the masters must gain a two-thirds majority vote to pass. The masters directly decide all things about The University and by default the towns and villages on Shimmering Rock, including taxes, admission fees, rules, and punishment. When completely needed, the eldest master serves as a tiebreaker vote, as the number of masters fluctuates with the number of courses the University offers.
