Background

in Szlski the local nobles wanted more autonomy to become more a duel partner in the empire. this soon boiled over into violence. units of the szlski army and the counter espionage service surrounded the ducal palace were the emperors representative was staying. his loyal troops opened fire on the rebels. this resulted in a battle which ended in 45 deaths. knowing reform was needed emperor Charles 4th created the Sejm a local parliament for the duchy of szlski.

1-all szlski people will be allowed to vote
2-the szlski people will elect 30 members of the Sejm (szlski parliment)
3-the duke will be allowed to over rule laws which may damage the over all interests of the empire
4-the The impiral security agency and the szlski counter espionage service will have no involvement in the affairs of government.
5-are religious minority will be excepted in the state.
