The God of Cloud was formed by the hands of the God of Death. This was so that there could be the creation of fog in tandem with the Goddess of Water. The relationship between the God of Cloud and the Goddess of Water was stronger than Death or Imoha could have intended, and through the combination of one another, they created storms and an entire ecosystem cycle across Euclidia.
