Toelma
Toelma is the capital of Ithon and its only city. Less of a city and more a widespread coalition of smaller towns, Toelma is the headquarters of Ithon's adventuring guilds. The strongest of these guilds is viewed as the "government" and spokesperson for the nation, though this designation changes hands often as the powers of the guilds wax and wane.
The city covers a large area along a branch of the Ankirath River. Each of its districts is controlled by a singular guild. What space is not used for housing adventuring parties is taken up by support for adventurers, such as supply shops, blacksmiths, merchants, and taverns. Toelma has the highest tavern-to-population ratio in all of Allethra.
