Order of the Sword Captains
Once the races began to be more spread out the need for law enforcement became apparent. The Clergy of Hialta "Spirit of Laws and Civilization began the creation of the order. Their purpose was to train to investigate crimes, protect citizens, and help advance the growth of the regions.
While they have the power to enforce laws they can not interpret them or make their own. With the rise of village and town guards, they have been used less to enforce the laws but to help investigate. In the smaller settlements, they are sometimes the only form of enforcement.
Sword Captains are sworn to protect and adhere to the laws of the settlements they are assigned to. In the Fort of Undria they have a special wing that holds all the laws of the lands and have many agents in the governments whose job it is to bring the changes of the laws to the fort.
They have a close working relationship with the Order of Sages

The Lords of Laws, the five leaders of the branches, are elected every five years by a vote among all the members of the branch
There are five branches in total that graduates of the order can choose to join. This is usually done through their expertise and what they focused their studies on.

Assets
Since its forming; the order has relied on payments from the different settlements for their services. Over the years their duties have shrunk and so have their numbers. Now, villagers have sprung up around the fort and work the fields for food but they still receive payment from the settlements when they are called in to investigate.
History
In the year 74, Kendri Silman was visited by an agent of Hialta "Spirit of Laws and Civilization and tasked with compiling the laws of the lands that were being enacted.
