High Masters
The Mage rulers of the city of Aquaycia who all govern together. The six of them have equal votes in the council and any laws that are attempted to pass must have majority of votes.
Each of the masters are in charge of a certain aspect of the city of Aquaycia. They are rivals with one another and are constantly trying to overthrow the others or gain power over them.

There are six High Masters who are all descended from the Kraken who was the originator the Merfolk Race.
