Hall of Laws

It seems odd to have a courthouse in a city that is known for lawlessness. A trio of judges known as the Triumvirate of Hialtra rule on those who break the laws in the city but have no hand in making the laws. The judges are supposed to remain neutral but it is said that they are bribed in the cases that are relevant to the guilds.
Their rulings are upheld by the Illuthar but if they go against something The Table wants they will find that there is a chance that their orders will not be followed.
