Carthing

Although the ruler of Ordayn has the final say on all matters of law and taxation, she cannot rule without the support of the Earls and Theigns. In order to pass new laws, she puts the matter to the Carthing; an assembly of all the lords of Ordayn. 
Since the Empire's occupation, the Carthing has seen its powers stripped back, as the new King Rordin uses the strength of the 12th Banner Legion to simply force his legislation upon the people.
