R.I.S.E.'s Threat Manifesto

As a major organization across the world of Erlyse whose goal is to protect the average citizen of all nations equally, R.I.S.E. has a variety of policies and practices they employ in order to meet that goal. One of these is the cataloguing of every Ley empowered individual around the globe to the best of their ability to ensure that the leadership of each nation knows about any potential threats to their citizenry or political structure and has a resource to identify them with. Even if one of the Ley infused individuals is a peaceful and law abiding one, they are still ranked within a set of categories that identifies their capacity for causing trouble should there ever be a circumstance that causes it. This information is gathered directly by investigative agents employed by R.I.S.E. who are not empowered individuals and go through rigorous training to make them viable, and subtle, observers that tail suspected Ley infused people until their abilities are well documented. The categories they then placed in are as follows:
 

Nominal

 
Individuals classified at this level meet one of three criteria. Those which have acquired a Ley infused object created by the hero Arsenal but do not have any Ley powers of their own, an unpowered individual who has been provided a minor ability by the hero Gifthorse, or individuals who have absorbed the powers of a Ley Font that was still rather young and thus had little energy to bestow to the individual when they acquired their powers, are those who make up this tier for the manifesto. In most circumstances with an individual of this ranking that meet the latter case, their abilities pose only a threat to one or two others in their immediate vicinity, or are seen as mostly harmless when it comes to direct conflict. Individuals of this tier are generally treated as normal citizens and have less of a chance to have any restrictions placed upon them by any governmental body.
 

Conventional

 
Those of this tier in the manifesto are individuals that are of the Nominal category in power level who have also acquired one of Arsenal's creations or a minor ability from Gifthorse, or someone who has both an enhanced object and a gift. In relation to those empowered by the Ley itself, individuals of this category wield abilities that put them at a great advantage over an unpowered person, and generally have abilities that can pose a threat to large groups of adversaries both directly or indirectly, such as area effect abilities or those that can influence other people for the user's benefit. The powers of those in this tier are still to be feared, and individuals within this category are approached with caution by governments and law enforcement, but are generally able to be overwhelmed through tactics, preparation or if need be, numbers.
 

Prominent

   

Formidable

 
Any individual placed within this category of the manifesto are seen as exceptionally dangerous by R.I.S.E. should they bring their powers to bear on others. Empowered people labeled as Formidable are considered beyond the ability of any one nation to be able to combat without the assistance of other Ley infused people of at least Conventional tier capacity, and thus it is considered a suggestion to request assistance from R.I.S.E. itself when dealing with anyone within this category, as it allows for the guild to make use of their roster to select someone best suited for the task of taking on such an opponent. Individuals who are classified in this category are also subjected to their presence being announced during travels. R.I.S.E. employed individuals of this level are accompanied by heralds who typically ride ahead of the individual to notify the local leadership that someone of their capacity is about to arrive.
 

Pinnacle

  The apex of R.I.S.E.'s manifesto, those placed in this category are seen as the most inherently dangerous individuals in the world. They are individuals who have acquired their Ley powers from Fonts that were incredibly ancient and had vast amounts of energy to bestow, and thus wield abilities that could reshape the power structure around the world if they so chose based on how their individual abilities work. Some of the individuals in this category wield various power sets as well, acquired from separate Ley Fonts, and their blend of abilities enhance their already formidable capacities ever further. The race of Djinn are placed in this category, despite the fact that any Djinn are locked within a specific proximity to their host Ley Font, and rarely ever encountered by the civilized, mortal races.
