Tsar

Qualifications

To be chosen for the position of Tsar a Verkhovny must show their peers that they are a driven and focused individual, someone who will be focused on the betterment of Ossia as a whole and not serve their own interests. Combat experience and capability are often highly prized as a Tsar who can defeat challengers to their authority and are capable of leading armies in the field are great symbols of authority. In addition individuals with tactical military experience or knowledge are sought after for the same reason, as then the Tsar can direct the entire nation's forces without relying on a supreme general or a national Marshal.

Appointment

When a Tsar dies, they are interned in the Hall of the Brightlords, in a special chamber reserved for Tsars. After the funeral the Verkhovny gather in the national council chambers to elect a new Tsar, where each Verkhovny gets the chance to put forth a candidate from amongst their peers and argue as to why their choice is best. Each candidate, should they choose to, can refuse the position on whatever grounds they deem acceptable, though few ever do. Once all of the candidates have been chosen, an initial vote is called for and the three most approved of individuals are chosen to the next stage.   When three candidates remain the council is dismissed for a week, where the candidate prepare a presentation to reinforce their position, which they display to the Council at the end of the week. After all three have had their chances to convince the other Verkhovny a final vote is called for, where the Verkhovny with the most votes for wins. Should it result in a tie there are three courses of action; dual Tsardom, another round of presentations or a duel to either the death or the knock out.    Once a Tsar has been chosen they undergo the 'coronation' which involves the implanting of an artefact of Korodish, which amplifies their aura and grants them a select few abilities. All worshippers of Korodish can feel the presence of the Tsar when they are within 1000ft of the Tsar, as well as granting the Tsar limited telepathic abilities to communicate to their people.

Responsibilities

The highest rank in Ossian society, the Tsar is effectively like a king or monarch, though they have differing duties. Unlike other monarchs who often have to force vassals into submission the Tsar is elected by their peers to lead the nation until their death, and bring about the betterment of all Ossians. Regional governance is left in the hands of lower ranking rulers so that the Tsar can focus on the big picture such as international diplomacy, military campaigns, massive civic projects, internal stability and more. Despite the prestige that comes with the position many nobles in Ossia shy away from the duty as there is a lot riding on their work, with only the most driven individuals being elected for the position.

Grounds for Removal/Dismissal

For most the removal or dismissal of a Tsar is unthinkable, but when a Tsar no longer has the majority support of their people and stability starts taking a hit a vote of no confidence can be called by the Council of Verkhovny. If over 50% vote that they believe the Tsar is no longer fit to lead them, the Tsar has the artefact of Korodish removed, a process that kills them, and a new election cycle begins.
