Gangs of Azure

Like the Gangs of the Dark Shore the gangs of Azure are the criminal underbelly of the district. Although they do wield power their rule is not absolute and are not given immunity like in the dark shores. Gangs here often bribe the city watch, Noble families and guild leaders to insure their way of life.
Much of the industry and commerce are heavily influenced by the gangs. These gangs often use business tactics and diplomacy rather than violence and Intimidation to force their motives. Currently the biggest gang in Azure are the Sharks.
