Rose Treaty

The Rose Treaty is an ancient document signed between Cylia and the New Republic - back then known simply as Hell - in 0 , starting the modern calendar.

Waidwen himself, who led the disastrous invasion, fell during its course and the various parties he previously united started turning on each other.

It severely weakened the autonomy and economic potential of Cylia as they had to make significant tribute payments - both in material and workers - to Hell, leading to it slowly growing less and less centralised. This went on to the point where it could hardly even be considered a country anymore: The ruler had to rely on his subjects with no way to enforce his will while the smaller federate states constantly waged wars on each other.

While most stipulations are long forgotten and no longer relevant, it still grants devils free passage through all lands previously owned by Cylia, to the great dismay of many a ruler. However, none attempted to stand up to them again afterwards.
