Overview
The Nine Hells consist of nine distinct layers, each more hostile and oppressive than the last. Though varied in terrain and torment, all layers share Common traits: harsh environments, strict hierarchies, and laws enforced with merciless precision.
Unlike chaotic evil realms, the Nine Hells are governed by contracts, infernal law, and calculated cruelty. Every torment has purpose, every punishment a clause, and every soul a value.
Nature of the Plane
Baator is defined by several core principles:
- Absolute hierarchy: Every devil knows its place, from the lowest lemure to the mightiest archdevil.
- Infernal law: Contracts, bargains, and oaths are sacred and binding, often enforced by the plane itself and written in Infernal.
- Eternal ambition: Advancement is possible, but only through treachery, service, or exceptional cruelty.
- Punitive environment: The plane itself inflicts suffering — fire, ice, acid rain, choking smoke, and despair are ever-present.
The Nine Hells do not seek mindless destruction. Instead, they exist to dominate, corrupt, and control, turning mortal weakness into infernal strength.
The Nine Layers
Each layer of Baator is ruled by an archdevil and reflects a distinct form of torment:
- Avernus — A blasted battlefield of endless war, where infernal legions clash and souls are tested through violence.
- Dis — A vast iron city of smoke and pain, ruled through paranoia, surveillance, and brutal order.
- Minauros — A sinking realm of mire and corruption, where greed and decay reign supreme.
- Phlegethos — A domain of fire, passion, and cruel indulgence, where pain and pleasure intertwine.
- Stygia — A frozen hellscape of ice and betrayal, imprisoning ancient threats beneath its glaciers.
- Malbolge — A realm of ruin and punishment, where failure is met with crushing consequence.
- Maladomini — A decaying wasteland of abandoned cities, reflecting arrogance and waste.
- Cania — A realm of lethal cold and arcane tyranny, where knowledge and cruelty are supreme.
- Nessus — The deepest layer, a pit of ultimate control and ambition, seat of infernal authority.
As one descends, hope fades, laws tighten, and escape becomes ever more difficult.
Infernal Inhabitants
The Nine Hells are populated by beings shaped by evil and order:
- Devils (Baatezu): Lawful fiends bound by hierarchy and contracts.
- Archdevils: Near-godlike rulers of the layers, each embodying a particular sin or tyranny.
- Damned souls: Mortals condemned or bargained into service, often reshaped into lesser devils.
- Infernal constructs and beasts: Living weapons forged for war and punishment.
Unlike demons, devils are patient. They plan in centuries, corrupt in whispers, and wage wars with ledgers as often as blades.
The language used in the Nine Hells is Infernal, a harsh, precise language of contracts, oaths, and command, reflecting the strict hierarchy and rigid law of the Nine Hells.
Contracts and Corruption

A mortal need not ever set foot in Baator to belong to it — a single signed agreement may suffice.

The Nine Hells are locked in an eternal conflict known as the Blood War, waged against the demonic hordes of the Abyss. While often framed as a defense of reality, many scholars of Enderlin believe the war is as much about control, expansion, and justification as it is about survival.
