The Council of Labyrinth

Deep in the heart of Retbury's criminal underbelly lies a darker order entirely. They, from their hideout within the Labyrinth meet. They decide the fates of all those who live in the city above. Nothing happens in Retbury without the council knowing or saying its okay. They've only stepped out from the shadows and been the rulers of Retbury for the past 100 years or so, but many whispers say they've existed far long. Their grip on the city is absolute. Speak or act against them, and you're unlikely to escape the first time you get to meet them face to face.

Structure

The Council is made up of 30 members who decide on the running of Retbury from the underworld below the underworld. They are a secret society made up of the influential and elite. Some are members of other gangs to build a facade, some reputable business owners. Nothing happens in Retbury without them knowing. They are lead by a Grandmaster who has a veto power on all their votes but acts impartially - more like a speaker of the house.
