Circum

A Circum is the smallest federal region within Caramiza usually consisting of one medium-sized or larger town and their surrounding territory.
Each Circum has their own local government, with certain rights to tax trade, have a standing military, and govern their people - but also with certain duties to Caramiza, such as paying taxes, aiding in military efforts, as well as providing a certain level production set by the government.
The concept of a Circum originated from a feudal system and in fact, many heads of local government are direct descendants of noble families. Each Circum has the right to chose their own colors and have their own crest. When flying a flag, the crest has to be displayed together with the Caramizian Crest.
Circums of certain population size or size of production gain the right to be represented within the national government. Multiple Circums often formalize a contract of allegiance, called a Verbund, to gain the right of representation.
