In order to become a master, a person has to demonstrate that they excel in magic related knowledge to the point of being able to train another person. This requires a person to undergo a series of tests adminitered by a number of other Masters, becoming a master can take several years.

Payment & Reimbursement

A person who is a Master doesn't have to pay for materials that are used in their education of apprentices, their pay comes from the general public whom they assist in various tasks which are also used to help teach said apprentices.
