Chancellor

Laputa is the land of scientific progress and advancement, and those they elect as leaders for their larger communities are no different.
A chancellor's biggest priorities will be ensuring the integrity of inventions and the minds of those who create them, along with ensuring that resources are maintained and fairly used. This includes keeping consumption renewable and making sure that ambitious inventors don't go too far out of their means and damage something integral.
All this, while they are assumed to be advancing their scientific progress as well.
Every two years around Laputa, each city will hold a scientific festival to elect the new Chancellor, the one who has advanced the most, had the sharpest mind, or enriched the community the most, and therefore is assumed to be trustworthy with the resources and power of the city.
A single person can be elected up to five times, as any more than that would result in stagnant leadership.

Qualifications

Every two years, the people of a Laputan territory will hold a contest to determine which of them achieved the highest growth or progress in the last two years.

Requirements

A Chancellor must gain the popular vote of the people during the bi-annual scientific fair, where they present their progress and convince the populace why they should be trusted with the city.

Duties

A chancellor is the one in charge of the wellbeing of a Laputan city, snow and sky alike with the exception of the Capital, and therefore must keep the town running and functional, while keeping a close eye on the resources and progress of the city.
