Free People of Paeko

The Free People of Paeko are a conglomeration of Paekian tribes in the east of Ecari. 
Threatened by the advances of The Ecarian Empire, they banded together to protect their homelands. Using guerilla tactics and the abilities of their witches to take out army leaders without having to fight large battles proved surprisingly effective.
The Free People of Paeko are represented by elected leaders who vote on laws democratically. Due to the inhomogeneous nature of the People, deciding new laws is rather sluggish and many parliamentary sessions end in fights.
