The Xi'an Council
The city council of Xi'an, China made up of 5 members. Run by Zhelan Liu, the mayor. They were trying to make Xi'an a haven for all types of people regardless of genetic or cybernetic makeup. They were also trying to stand up to the Lightbar Industries who was working the citizens to death.
Unfortunately, because of their resistance, Lightbar's CEO kidnapped the council and leveled Xi'an. Then he subsequently executed all but Zhelan on public holovision, starting the Savant Uprising.
