Kaiyocean Precinct
The Kaiyocean precinct is often referred to as "The Pearl of the Sea People", with its massive area, feats of architecture and beauty akin to a gigantic reef, with complexity to match. Encompassing about 2,000 miles^2, the "Kaiyocean" precinct is often referred to as the cradle of true Kaiyocean civilization. While the Seashell Isles may be actually closer to that concept, the Kaiyocean precinct certainly lives up to the fame.
The city is arranged in no particular geometric shape or clear organization to the outside observer. The precinct is far to large for even a massive traditional Air Totem, so instead employs the use of well over 100 massive Air Totems. The largest in the world, The Capital Monument, sits in front of the Shogunate's residence, and is a popular tourist destination. This patchwork use of Air Totems allows the unique existence of a city underwater in some places, and completely dry in others. Allowing a thriving agricultural system utilizing both aquatic and ground-based plants. This patchwork system certainly takes some getting used to from foreigners, but Magi-Mechanic Sub-trains take people through the submerged areas daily. With the precinct's bright, oceanic colors, it can be seen for miles, and its glow during both the day and night is said to illuminate the ocean for miles around.
Even larger than The Capital Spire, are The Coral Spires, which stretch up, high enough to scrape the bottom of especially large ships. These coral spires are not only impressive to behold, but also living structures, flexing with the tides and absorbing nutrients from the water, which they have plenty of height to reach. These coral spires house everything from businesses, apartments, to trading ports with ships from above, to even massive markets that stretch over hundreds of floors. One such market, the Osial International Market, takes up 300 floors, selling everything from Aeravan curry, to Terr'ainan steel and everything in between. A thriving place for black market deals and under-the-counter negotiations due to its size, not sticking to the popularly traversed areas can quickly lead to danger.

A massive area of terraced land grows rice and other land-based necessities attaches to rocky, floating caves in the submerged areas above, which grow aquatic plants such as Isa Algae , Seaweed.
