The Establishment of the Council of Nine

Political event

After a quick and bloody civil war the new Raja established The Council of Nine to ensure that the population had adequate representation and power to keep The Matriarchy in check.

After the sudden passing of Raja Ishita the new Raja Pektal subsumed leadership of The Matriarchy and unlike her predecessors took on an oppressive and avaricious leadership. Being the leader of the Church of Shemesh and the Raja she began imposing heavy taxes on the population outside of Svarga to enrich the city and make it a place of luxury using her dual positions to choke out any opposition including opposing members within The Matriarchy itself that would seek to keep her in check. A large scale, quicky, and bloody civil war however saw the death of Raja Pektal and the rise of Raja Surya who realizing The Matriarchy inherently had too much power and that another tyrant like Pektal could rise into power she established The Council of Nine. She granted many of the powers that used to be held solely by The Matriarchy and some exclusive powers to The Council so that if such a tyrant should come into power again the population would have a means to keep The Matriarchy in check and a way outside of violence to resolve the issue.
