Victoriam

Victoriam is a new Atathian colony in the Elven Annex, located in the province of Colonia Venuleia. It was founded shortly after the The War of Elven Legacy, and generations of Atathians have lived and died in the city, although most adult Elves were born prior to it's settlement. The culture is primarily Atathian, although a significant number of Moon Elves and Half-Elves live in the city.

Demographics

The majority of the city's inhabitants are Humans of Atathian descent. Many Legionaires received land in the province of Colonia Venuleia after the The War of Elven Legacy - the inhabitants of the city and the region are mostly their descendants. The town has a significant number of Half-Elves, who are also mostly descendants of these Legionaires and the Moon Elven natives. A few Tieflings and Halflings also call the city home.
The difference in Elven and Human lifespans has profound impacts on the city. All adult Elves in the city were born long before the end of the War and the founding of the City. Meanwhile, very few of the original Legionaires still live, and those who do are seniors in their 90s, with their children, grandchildren, and great-grandchildren making up the bulk of the city's population. With Atathian citizenship laws, this has the practical impact that few Elves are full citizens, but nearly all Humans and Half-Elves enjoy full legal rights. Approximately 22,000 of the 50,000 inhabitants are adult citizens.

Government

The city uses the Atathian model of local governance, with an Assembly of Aediles elected by adult citizens in the City. The Assembly includes 13 members, each representing approximately districts of approximately 4,000 individuals. The Legatus acts as military and civilian governor for the entire province of Colonia Venuleia and the Legatus' residence and administration is located in the city.

Industry & Trade

The city acts as the primary regional center for administration and trade. Much of the trade to the province goes through the port and then upriver, with sea trade to the rest of the Empire. The city has a significant export in rare, exotic, and magical goods found only in the Elven Annex, including powerful alchemical ingredients and rare minerals used in arcane rituals.
The city has a large academy operated by the Scholae Impera, including an extensive "Elven Studies" department.

Infrastructure

Most of the city of Victoriam is built through traditional Atathian urban planning, with an orderly layout of streets and buildings along a grid, with a central forum, basilica, and temples. Most of the city was built less than a century ago, and it lacks the multiple layers of construction and architecture of truly ancient cities like Brunhelm. Most of the buildings are constructed in traditional Atathian methods, with white plaster walls and terracotta roofs, and marble in buildings of wealth and significance. This traditional look is broken up by the distinct purple plants of the region, which intermingle with Atathian transplants. The "Alabaster Quarter" is a small portion of the city built before the Atathian colonization, with towering white spires typical of Moon Elven construction.
