Mayor of Libertine (a.k.a. The Windswept Warrior)
The duly elected Mayor of Libertine and de facto leader of the Free Islands, Vasa Freeflow is quite the oddity among her ruling peers around the Imperium. Firstly she is not of noble birth, as is the case for the majority of the Freefolk. She is magicborn, specifically waterborn, again common for her constituents. And perhaps most unusual of all, she does not claim dominion over her people. She will speak for them in matters of state, and try to mediate their grievances amongst themselves, but she does not deign to order anyone who is not employed directly in her service. For a nation of orphans, refugees, outcasts, and yes, criminals, her respect for their autonomy is what makes her to popular. In truth if she "asked" them to go to war for her rather than order them to do so, they would go in a heartbeat. Love and respect are harder won than fear, but some will say they are better motivators in the end.
