High Priestess of Undeath (a.k.a. The Unmother)
Necromancers and necromancy get a bad reputation for their general disrespect of life, the soul, and bodily autonomy. Almost all of the time this is completely fair. But Lady Minestra is the striking exception. The Mistress of the Black Necropolis serves as head of Tenabrius' Cult of Undeath, but she is neither callous nor cruel to her "children." Whereas Athienne Witherling resurrects souls to torment them for her own amusement, Minestra does so out of mercy and compassion. Many pilgrims journey to the Necropolis in search of power, revenge, or even just to escape the pains of this mortal coil. Minestra grants the "mercy of death" and the "glory of unlife" to those who seek is willingly.
But as a risen soul herself, she knows how disorienting and confusing the transition through Umbra's embrace and back can be. The Unmother views every soul she returns as one of her children, and cares for them as such. She helps acclimate them to their new forms, and teaches them to bind to and animate objects or even bodies if they so desire. In return a good many risen are utterly devoted her, perhaps even above their dragon overlord. While she certainly does not possess the power to challenge an Elder Dragon, Tenabrius still knows well enough to keep in the good graces of his High Priestess.
