Write of Magical Invention
Magic can be dangerous, inventing with it can be more so. The Magic Council of Ea regularly give permission to those that want to better the city through magical invention. With this write comes the responsibility to ensure all proper safeguards are taken, and that the possible outcomes of experimentation will not cause catastrophic results.
Purpose
Early after the founding of Ea, the desert tortals realized that the excess of magical energy in their city could be used to create fantastic things to help defend the city against Kandmare. Not everything went smoothly though, while trying to help, many tortles worked together in their inventions, and the experiments didn't always go as planned. There where multiple groups working on putting a magical dome across the city. The plethora of attempts from different groups did not mesh well, Ea was incased in a solid dome of rock instead of magical energy, blotting out the sky a forcing the city into darkness. Removing the rock dome was not an easy task without smashing the city below, and the constant bombardment from Kan outside the city made it worse. The city was encased for weeks before a safe way to remove the mistake could be decided upon. Afterwards they formed a council to oversee the use of magic within the city, and ensure that multiple projects would not react that negatively again. The council came up with the write of magical invention, anyone who wishes to experiment with magic inside of Ea must present themselves to the council with their idea, lay out possible consequences, and persuade them of the usefulness to the city before they are allowed to conduct their experiments. Any tortle found to violate this is exiled from Ea for a length of time determined by the council.
The bearer of this write has the express written permission to experiment with magical forces in an effort to better Ea and her citizens. All concerns regarding this permission and the experiments under this purview can be expressed to the council of magic for evaluation.
