Rao is the ruling rank of Celetarii. Rao's are members of the 11 ruling clans of Celetarii, and it must be their turn in the clan cycle. They are appointed when a previous Rao resigns or dies The Rao manages the whole region of Celetarii. While council members may take care of smaller decisions, or try to advise them, ultimately the Rao has the final say.
