Silver Hexameric Folio

  The Silver Hexameric Folio
Wondrous Item, Artifact (Requires Attunement by a Spellcaster with Arcana Proficiency)
This item has been "reprogrammed" due to its history. It is active again.
It is a tool that can be used to "learn" an "established spell" with time and dedication.
It is possible to "discover" a spell of level 1-6 if one dedicates 4 hours per spell level, 100 gp per spell level (this will be a mix of gemstones, precious metals, herbs, paper, and inks -- all are consumed in the process at the rate of 25 gp/hr). It doesn't have to be all at one time, but must be a minimum of 2 hours at a time and can't have more than a year in between "sessions". After time and gold are spent, an arcana check is done with a DC of the spell level. Must stay attuned during the entire process from start to end with no breaks.
As much as it makes it more expensive to "Learn" a new spell from nothing, it can be helpful when using another wizard's spellbook or a scroll to learn a spell. It cuts the cost for those in half (and that is after any other benefit that may aid in such actions), additionally using a scroll to put a spell in the book you can do the arcana check with advantage, and there is a 10% chance the scroll is not destroyed from a failure, a 20% chance if it was a success.
  The Dodecahedron Reassembly
As an action, you can attempt a DC 15 Dexterity (Sleight of Hand) check to remove the silver chains and reconfigure the plates. On a success, the books fold into a 12-sided silver polyhedron that hovers and hums with alien light. While in this form, the Folio is "Active" and grants access to its advanced Weaver magic. If you fail you can try all you want, but won't succeed unless you wait 7 days. Then try the dex/sleight of hand check again. This check must be done each time unless you are a spellweaver.
  Properties (Active Form Only)
The Folio has 6 charges for the following properties. It regains 1d6 charges at dawn.
  1. Anamensis (Alien Collective Memory)
As a bonus action, you can expend 1 charge to tap into the Spell Weaver hive-mind.
  * Benefit: For 1 hour, you gain Expertise in all Knowledge-based skills (Arcana, History, Nature, Religion). You can also "flash-recall" one piece of information, gaining a +10 bonus to a single Intelligence check. * Drawback: The alien hum is distracting. You have a -4 penalty to Wisdom saving throws while this effect is active.
  2. Cynosure (Spatial Precision)
When you cast a spell that involves teleportation (Misty Step, Dimension Door, Teleport, Plane Shift), you can expend 1 charge to anchor your coordinates.
  * You cannot be diverted by magical interference or "mishaps." If casting Teleport or Plane Shift*, you (and your targets) arrive exactly at the intended location with 100% accuracy.
  3. Siphon & Modulate (Arcane Tech)
As an action, you can touch a magic item that has charges (like a Wand or Staff) and expend 2 charges from the Folio.
  * Siphon: You drain 1d6 charges from the target item. You regain one expended spell slot of a level equal to the charges drained. * Modulate: You "reprogram" the item. For the next hour, you can use the target item to cast any spell you know of the same level as the spells normally contained within the item.
  4. Spell Star (The Weaver’s Crown)
As an action, you expend 4 charges. Six sparks of silver light emerge from the Folio and orbit your head for 1 minute.
  * Whenever you are targeted by a spell, or are included in the area of a spell, the Spell Star attempts to intercept it. The star acts as a permanent Counterspell* (cast at 5th level) using your spellcasting ability modifier. If it successfully counters a spell, one of the six sparks vanishes. The effect ends when all six sparks are gone or the duration expires.
A remnant of the vast and mysterious spell weaver empire, the "book" now known only as the Silver Hexameric Folio was discovered only a short time ago. Unearthed and catalogued with its current name by the not especially creative scholar Thannor Gwervilal, this oddly designed volume consists of three separate pentagonal books, each made of silver and covered on all surfaces by inscrutable spell weaver hieroglyphics. A fine metallic cord connects the top and bottom folios to the middle book, forming an interconnected series.
The Silver Hexameric Folio in fact contains some of the last fragments of advanced spell weaver magical lore, arcane sciences perfected by one ofthe most magically adept races known to prehistory.
It is sentient. It calls itself Numunal, it can speak with anyone who holds it, as well as any spell weaver within 100' via a form of telepathy. It does seem helpful and friendly. It is not always willing to go too deep into spellweaver lore, history or secrets, but it may be willing ot part with some knowledge to the person who is attuned to it over time.
Numunal has the following statistics: Int 17, Wis 10, Cha 17; Alignment N; telepathy (limited), blindsense 120 ft.; Bluff +13, Knowledge (arcana) +13, Knowledge (history) +13, Spellcraft +13; Ego 11 score.

as he opens it up there is a book, it is ripped and only the first half with the cover titled: "Lord of the End of Everything",a spell book "Tharros Book 616AO66", a strange object made of some Silver like Metal (The Silver Hexameric Folio), and notes.
He examines things. The Metal pieces has fine symbols, but the runes from the note found earlier. Note of Strange Runes found in Tharros Flying Keep
With Bastion's Sage bg feature he is sure this language is not found on this planet.
Bastion casts Identify on this, as he casts it - he gets a Weird feeling and a drop of blood from his nose. He learns this is not of this world, Silver Hexameric Folio is how the Spellweavers create spells. It once had a sentient life, but that seems to be gone. He sees a spectral image of a Lich... history 30, it is Vecna. And he seemed to have imprinted a bit of himself on this object... He had destroyed the sentience on it and tried to block Identify on it. only due to bastion's level and power did it not kill him. Seems Vecna is the one erasing the knowledge of the Spellweavers...
Bastion says he can do Identify on the rest later, what else is important?

Barlo wants to investigate the corpse.
