The eagle's claws

A criminal organisation based in the Empire. It consits of many smaller groups that are all controlled by a shadowy figure called "the Boss". Who this "Boss" is or where they work from is not known to the authorities. Any attempts to get to them ended in a straw-man being arrested but not the actual "Boss". It is known that members of this organisation have to pay a toll to the "Boss" but every lead yet ended in a dead-end. 
Due to ongoing costs that were needed elsewhere all investigations regarding the "Eagle's Claws" was put on ice.
