The Demon Patrol
The Demon Patrol have set themselves up as "guards" of the northern gate of Highport, although in truth they are little more than a gang of thugs extorting money from those that enter and leave through the northern gate. Though reviled by most, they are tough enough and attract enough new members that they have managed to establish themselves as toll collectors. They are also aware enough to act as peacekeepers, of a sort in the northern area of the Gloomwharf quarter. Identified by black tabards with a red horned head sigil on them, they spend a good deal of their time carousing in their "barracks", a building near the north gate adapted for the purpose of housing them as a group.
Structure
The self-styled "Captain" of the group is called Finlay. A short but tough, human. His lieutenant, and lover, is Virginia. They created the gang and are the brains behind it, carefully recruiting only brainless muscle and rejecting anybody who sows enough thought to challenge their authority. Everyone else in the group is muscle and not given any kind of named rank. Current other members are a female half-orc named Sog, an inexperienced, but capable, young Dwarf named Dafar and a handful of newer recruits. One of the newbies, Brian, was killed while trying to impose a toll on an arriving Sea Elf Paladin on the 4th of Zakin, 322. He was their first casualty in over two years.
Public Agenda
The front for the organization is as toll takers and protectors of the north gate of the Gloomwharf. A subsidiary responsibility, publicly declared, is as de facto city watch for the area around the north gate.
Assets
Their headquarters is in a modest square house on the east side of Ivy Boulevard on the corner of Gold Lane. They have a cache of weapons of various qualities, some piecemeal armor and savings of 1415 GP which they have converted into gemstones.
History
The Demon Patrol established themselves near the north gate some three years ago and have become a fixture of the north section of the Gloomwharf. They do just enough that their tolls are tolerated, and they are reasonably good at knowing who to target and who not to trouble. Sometimes new recruits get themselves in trouble but Victoria in particular is good at smoothing over relations with the locals.
