Horton “Horty” Heward
There isn't a very large community of goblins in Vantam, so sometimes the goblins have to be large in the community to get their due. Horty makes no apologies nor excuses for his business in Shorebend which includes running narcotics, weapons, and all manner of contraband through the bustling port. He's proud of what he's built, and defends it fiercely from the law and rival criminal enterprises.
It's no secret that Horty rose to prominence in a bloody campaign to monopolize the smuggling game in Shorebend. Like many goblins, he had an uncanny knack for alchemy. Those who made trouble for Horty had a nasty habit of dying in mysterious chemical fires.
After a long and fiery struggle, the city seemed to get the message. It was too much trouble to resist the Shorebend Brigands, and much more profitable to work with them than against them. Horty's violence was always motivated by a desire for power and profit, so once those things were achieved, relative peace reigned.
Every once in awhile, an upstart gang will try to establish territory on Horty's turf, and it usually ends with a warehouse fire and scorched prides. But Horty is not as ruthless as he once was. An enterprising gang is given the chance to absorb into the Shorebend Brigands. Only those who refuse find out what the goblin is willing to do to keep what's his.

Horty has just one eye. He lost the other to a woman named Jessa Skein who led a thieves guild that struggled with the Shorebend Brigands for years. He has plenty enough money to have the eye regenerated, but out of respect for Jessa's fierceness he refuses to do so.
