The Steelhooks

While still an illegal gang in the eyes of the Imperium, the Steelhooks tow an unusual line. When Pinnacle Tower fell and the infrastructure of Olicana Primus failed, millions of jobs were lost, those left jobless were left with the decision to either step into battle as an untrained soldier, straight into the front line of a war at their doorstep, or retreat so far into the city that recruiters couldn't find them.
The Steelhooks represent the gathered masses of those that chose the latter path, refusing to throw themselves into the unending torrent and instead fleeing into the city. As these many thousands began to pour into the undercity, the streets began to fill. As their numbers grew these unending masses united to make their new homes better than the old ones above, free from the tyranny of war; a war that they saw was against them on both sides.  

Fixed Steel, Broken Bones

With each new member, the Steelhooks began to fulfil their purpose. Those trained laborers undertook measures to fix and clean the underhive, pushing the flow of sewage and detritus away, while drawing clean air and crucial resources in. Safe harbour began to spread, homes were created, and all were welcomed so long as they could aid the cause.
Those who fought against the cause were met with squads, even armies, of resilient and armed men and women. Even the strongest gangs couldn't stand against the hundreds of battle ready, driven workers that now flooded the underhive. With the aid of a new ally, the Crimson Veil, the growing infrastructure of the Steelhooks continued to flourish. Their people could establish new homes and make the tunnels and habs below safe, while the Crimson Veil handled the technicalities, diplomacy, and shutting down what few gangs were left to oppose them.
Now, as the war comes to a close, the Steelhooks have united against their first enemy; the planetary government itself. Squads sent to investigate never return, resources are hoarded, and any move against the Steelhooks is met with a mountain of retaliation.

Structure

The Steelhooks have managed to operate for some fifty years without a specific "head" of the organization. In fact, to many of the Steelhooks, the idea of a defined boss is antithesis to their organization.  In truth, the organization follows a kind of Gerontocracy, the older members of the organization as seen as its founders (even if they aren't) and as such a level of respect is provided to them, especially due to the higher mortality rate of the underhive. To put these ideals simply, if someone is wise and strong enough to live past fifty, they are worth listening to.

Public Agenda

The Steelhooks mission is a simple one, to ensure a place of safety, where people are not threatened or obligated to fight in the name of someone else. In truth, the ideals of this organization do not go further past that, an ideal. Many members fight daily against the other gangs of the underhive, or even amongst themselves, in the ever-present struggle to have the most in a society with so little. Many have died in the name of the Steelhooks and many more are expected to do the same.
