Governor Andrew S. Pence

The newly instated governor, Andrew Pence sparked controversy as soon as he was instated. Recruiting a planetary governor from an entirely different system caused many to worry that Pence would be out of touch from the ancient traditions and rites put in place by his predecessors, these concerns would soon be confirmed. As his first point of business, Pence organized groups of civilians to aid in the "structural remapping" of the city, sending them into the hive to identify what areas had been destroyed. Of course, with some sectors going years without clean air and a number of aggressive sub-colonies dotted throughout the hive, this work in structural remapping became extremely dangerous for all involved. In his first days, Pence also began attempting to re-organize local PDF structure, causing the then-unofficial leader of the PDF, captain Brookes, to resign her post and instating one of his own entourage, Solan Shambleburn as the new general. This action fell apart even before Shambleburn was instated, as Pence required that all of the lieutenants under the new general attended his instatement, requiring several operations across Minin be halted in order for these lieutenants to appear.  

Quiet Whispers

Within three weeks of the new governors reign, Pences activities halted almost completely. His presence was still seen in his estate, and he would still accept guests, but for whatever reason his aggressive "restructuring" of the city was all but halted overnight.  It is still unknown who or what drove Pence to stop all of his plans, but the calming of the storm has allowed the rebuilding of the city to continue uninterrupted. Rumour and conjecture continue as to what could have stopped such a driven step forward, some question if the Imperium got involved while others thing he has been hexed by warp sorcery.
