  Not everybody in Dark Chicago slings dope or shakes down bookies. But that don’t mean they’re not dangerous. The so-called civilians—the beat cops, schoolteachers, city clerks, bar owners, priests, aldermen, and paperboys—are the blood in the city's veins. They're the ones who know who drinks where, who disappeared when, and who ain’t been the same since that weird night in the alley behind the fish market.   Some of ’em want change. Some want a promotion. Some just want to get through the week without a curse in their basement or a crew knocking on their door. They ain’t crooks—at least not always—but they still lie, scheme, pray, and bleed. And whether they work for City Hall or scrub floors at the stockyards, make no mistake: the civilians of Dark Chicago are part of the game… even if they think they’re not.   You want leverage? Start here. These people may not pull triggers, but a word from the right janitor can do more damage than a bullet ever could.
