Elebor

Capital City-State of Tharion, Multicultural Democracy Civilization, and the seat of power in the southwest of Dæodin. A multi-tiered walled city, the foundation is mostly the living class, the second tier is for diplomatic visitors and matters of state and country, with the highest tier for the house of the ruling elected official, and  meeting houses for the various regions and all manner of heads of state.
