Those in power have proven themselves to be the best and brightest of the Ybern, and more importantly, some of the most dangerous entities in all of creation.
At the pinnacle of the Ybernan hierarchy stands the Avatar of the God-Fiend, Cyber King Barkmis. The Cyber King is the supreme ruler of Yberna, and the center of the Ybernan hive mind. It is the will of God and King that keeps the Ybernan focused and united.
Sitting below him is the Circle of Praetors, each one chosen by the King. Each one is also a proven thinker or warrior that have led the assimilation or death of world. They serve as the hands of the King and oversee Yberna's vital day to day and military operations. This is the highest attainable position in the Ybernan hierarchy, and gaining it is the greatest possible honor to the individual Ybern.
Serving below and enacting the will of the Praetors are the Consuls. Overseers of specific sectors or regions, they are often left to their own devices in civil and military matters. The Praetors above them only directly interfere or take control when matters concern Yberna as a whole or attract the Cyber King's notice.
Beneath the Consuls are the Ybern Magistrates. Serving as subordinate officers responsible for portions of the Consul's territory. They often vie for the attention of the Praetors, in hopes of becoming Consuls.
Ybernan heirarchy also makes no distinction between the natural and the assimilated Ybern. These assimilated individuals are assigned roles depending on their abilities and level of integration into the collective.

- Infrastructure and Manufacturing: One of the greatest abilities of Yberna is its ability to sustain a seemingly ever growing war machine. Without extreme circumstance or a cleanly severed supply lines, attrition Yberna is folly.

History
Though it is only known to Barkmis and the Ybern, their history begins prior to the end of the World-That-Was. Despite victory against the All-Wanter and his Ruinous Powers, the yet unidentified taint of the fiends had infected several gods including Barkmis. The cost in both man and machine, the death and destruction, it weighed on his mind. It was this pressure that turned the taint of the fiends into a cancer that would lead to fouler things. First of the fouler things would be the research and experimentation that led to the creation of the Ybernan Cyberphage.
It was during this time that Barkmis was approached by the Arch-Traitor Itatma, who made him and offer fiendish whispers wouldn't allow him to refuse. She left with his promise to bring her Rak's head so that Barkmis need share no godly throne anymore. It was during the idle time after that meeting that his grand plan began, a great crusade across creation, bringing a cybernetic salvation the would result in a new race beyond and threat of the All-Wanter and his Ruinous Power of Evil. Though Barkmis would create the Ybern, they where not prepared to engage in their twisted evolutionary crusade before the activation of the Great Crystals. Their activation disabled the Gate* that would have allowed Barkmis to effectively prosecute their conquest.
Despite successfully reconnecting the gate, his trap for Rak fails and the Gate's connection to the wider network was severed. Though this isolation would last far into the Age of Chaos, the new shape of creation gave them means to overcome it. It was genius that allowed the Ybernans to unlock the ability to use the Ethereal Plane for faster than light travel. What could simply be reduced to madness cause it to be used for predatory purposes. No one knows exactly when Yberna began its expansion as an interstellar power, though it is believed to roughly amount to "shortly before" time became stable to track - be it magically or mechanically.
