Theodore Mensa (a.k.a. The Chemist)
Dr Theo Mensa, evil scientist working for The Trust. Mesa is wanted by the Covenant for experimenting with chemical compounds that interact with the Metaforce.
Dr Mensa was first seen in Cognitive Dissidents #1, when the Dissidents freed a convoy of prisoners being transported through Terminal City - Downtown District. As the violence subsumed, he pretended to be one of the captives, but when found out activated Typhon using Helios.
During this encounter, he somehow became aware what Aliena was, a Deyan doing vigilante work, and threatened to out her identity.
