Federal Intelligence Ministry

The Federal Intelligence Ministry(FIM), most commonly known simply as the Federal Intelligence, was the United Federation of Nation's domestic and foreign intelligence agency. Although the agency existed prior to the Reaper War in 2356 GS, as a monitoring and espionage arm of the Olympus Council, the rapid expansion of the United Federation of Nations into wider galaxy prompted the UFN to shift the group from a small-scale monitoring agency to a full-fledged information and espionage bureau. Their objectives include infiltrating enemy lines, acquiring intelligence, stealthily removing threats, and establishing ties to foreign leaders. Operating in the shadows, agents of Federal Intelligence were skilled at manipulation, subterfuge, intimidation and assassination.   Federal Intelligence was quite possibly the most deadly and feared intelligence organization the galaxy has ever seen, easily able to outstrip any other known Intelligence agencies. The agents of Intelligence were very adept at gathering information, having spies and operatives on nearly every world. Their field agents were often willing to do whatever it took to get the job done, and most, especially those who knew much about the organization's activities, carried around a capsule or shot of poison in case they were captured, for most members preferred to die than give up the Federation's secrets. There were very few instances that Intelligence was caught off guard, and even if they were, they quickly regained their balance and silenced any threat to the Federation, from rogue conspiracy machinations to terrorist cells.   Role and Responsibilities   The Ministry of Intelligence is tasked with gathering, analyzing, and acting on information critical to the Federation's safety. This includes monitoring the activities of rival states, alien factions, rogue organizations, and criminal networks. It operates in coordination with other ministries, such as Defense and Cybersecurity, to preempt and neutralize threats before they escalate.   Key responsibilities include:   Espionage and Counter-Intelligence: Deploying agents to infiltrate hostile entities, gather intelligence, and disrupt enemy operations. Simultaneously, the ministry works to identify and neutralize foreign spies operating within the Federation.   Threat Analysis: Monitoring political, military, and economic developments across the galaxy to predict potential risks to the Federation’s security. This includes assessing the movements of alien factions and monitoring emerging technologies that could be weaponized.   Internal Security: Investigating corruption, organized crime, and insurgencies within member states to maintain internal cohesion and rule of law.   Strategic Collaboration: Sharing intelligence with allied states and coordinating joint operations to address shared threats, such as interstellar piracy or terrorist networks.   First Contact Protocols: Providing critical analysis during encounters with alien civilizations to assess their intentions and capabilities.   The Ministry of Intelligence serves as the Federation’s first line of defense against the unpredictable challenges of an interstellar society. By uncovering hidden threats, ensuring internal stability, and providing actionable insights, it plays an indispensable role in preserving peace and prosperity across the galaxy.

Structure

The agencies overseen by the Ministry are the following: Special Tactics and Reconnaissance (ST&R), The Federation Office of Intelligence Assessment (FOIA), The Federation Financial Intelligence Centre (FFIC), The Federation Intelligence Service (FIS), The Federation Signal Directorate (FSD), The Federation Geospatial-Intelligence Organization (FGI) and the Federation Reconnaissance Office (FRO). The Ministry also has a very close relationship with the Federation Army's Office of Defense Intelligence(ODI) and the Federation Navy's Office of Naval Intelligence(ONI).   The Ministry of Intelligence is divided into several specialized divisions to address its multifaceted mandate:   Field Operations Division: Responsible for deploying operatives on covert missions, including espionage, sabotage, and reconnaissance. Agents are equipped with advanced stealth technologies and training in alien languages, cultures, and combat techniques.   Cyber Intelligence Division: Focuses on digital surveillance, hacking, and counter-cyber operations. This division collaborates closely with the Ministry of Cybersecurity to protect the Federation’s networks and conduct offensive cyber warfare when necessary.   Data Analysis Division: Processes and interprets raw intelligence gathered from field agents, surveillance systems, and external sources. Analysts utilize advanced AI and quantum computing systems to identify patterns and predict threats.   Counter-Intelligence Division: Detects and neutralizes espionage activities within the Federation. This division works discreetly to ensure that sensitive information does not fall into enemy hands.   Alien Affairs Division: Specializes in gathering intelligence on alien species and factions, analyzing their political structures, military capabilities, and cultural dynamics to advise the Federal Council.   The Minister of intelligence, also known as Archangel, was the historic position given to the director of the agency. The ministers were known for running the bureaucracy with the utmost efficiency. As Minister, an individual headed up the largest espionage and intelligence agency in the galaxy.   At the behest of the Archangel, operations included the management of networks, counter-intelligence, foreign intelligence, military intelligence, and assisting local law enforcement agencies within domestic and foreign territories.   FIM is led by the Director of FIM who has several special agents designated Seraphims on special assignments answer directly to him. All special agents are granted the title of Seraph and a demon name, some taken from the Ars Goetia: Seraph Eligor , Seraph Valefor, Seraph Mephisto, Seraph Asmodeus, Seraph Azael, Seraph Abaddon, Seraph Naamah.  

Ranks

Official designations were restricted to speakers of Federation Standard; non-speakers served in flexible capacities. The real names of Ciphers, Minders, Fixers, and Watchers were classified, with the agents in question being known only by their position and number (i.e., Cipher Nine, Minder Twenty, Fixer Six, Watcher Two). It is important to note that number did not indicate rank or even seniority; numbers were nothing more than a way to differentiate between individuals with the same designation.   Informer: Spies, scouts and informants who gathered information and relayed it back to base. Were often assigned a fixed position they would never leave.   Cipher: Operatives that were skilled in assassination, seduction, infiltration and sabotage. Ciphers were often the field agents and main attack force of Intelligence, adept with poisons, rifles and gadgets.   Minder: Information processors who received intelligence from Ciphers and anticipate their enemies movements. Minders work as internal security, screening Intelligence for vulnerabilities, and addressing any breaches.   Fixer: Technical agents who were adept at slicing, engineering and biomechanics. Often processed and made sense of technical data (such as datapads and bioscans) gathered by Ciphers.   Watcher: Observers that recover, process and analyze data, then relay their findings back to the Ciphers. Watchers report directly to Seraphims.   Seraphim: Often designated Spymasters, Seraphims gives orders to their operatives and come up with the operation plans. and knows all the secrets of the Empire and Intelligence.   Archangel: The true leader of Intelligence. The Minister handles the paperwork and technical details of running Intelligence, knows all the secrets of the Federation and Intelligence, and reports directly to the Olympus Council.  

Spectres

  Spectres (Special Tactics and Reconnaissance, also abbreviated as ST&R) are agents entrusted with extraordinary authority by the Olympus Council and recommended by the Director of Intelligence, including the power of life and death over the inhabitants of the galaxy. They form an elite group selected from a number of different species, and their primary responsibility is to preserve galactic stability by whatever means necessary. Though they are generally considered as being above the law and have complete discretion as to the methods used to accomplish their mission, an individual's status as a Spectre can be revoked by the Council in a case of gross misconduct. Spectres work either alone or in small groups according to the nature of a particular task and to their personal preference. All records of the Spectres are sealed and only granted access with permission of the Council. It is not even clear how many there are: Foreign intelligence agencies estimate that there are fewer than a hundred. Each Spectre is hand-picked by the Council after proving that they are an individual of exceptional ability and self-reliance.   Spectres have no command structure. They answer only to the Council, and in some cases the Council prefers not to know the exact details of how a Spectre accomplishes their mission. Spectres act in any way they see fit, either with careful diplomacy or ruthless force, being officially above any law. The assignment of a Spectre is often less contentious than a military deployment, but shows that the Council is aware of a situation.   Candidates for the Spectres typically have years of military or law enforcement experience before even being considered. The screening process involves background checks, psychological evaluations, and a long period of field training under an experienced mentor. Because of the rigorous selection process, Spectres might sometimes use unorthodox methods but they rarely go rogue. When it does happen, the only solution is to revoke their status, then send another Spectre after them. No one else would be up to the job.   The Spectres were modeled upon the salarian STG; granted supralegal authority instead of subordinate to common law, declared exempt from oversight instead of based within a command structure, and selected in recognition of a history of superior capability instead of trained. The STG is fully funded by the salarian government, however, as opposed to the financial independence expected of Spectres.   Spectres appear to be stripped of their status once they are declared legally deceased. They have to be reinstated in once proof of living (e.g. appearing in person and passing biometric checks) is presented.

The FIM is headquartered in the Providence Sentry Array orbiting the planet Eternity.   Under Archangel’s leadership, the Ministry of Intelligence employs cutting-edge tools to maintain its dominance:   Quantum Communication Arrays: For real-time, secure communication with operatives.   AI Surveillance Systems: Capable of monitoring and analyzing vast amounts of data across the galaxy.   Stealth Operative Technology: Including cloaking devices, neural masks, and adaptive infiltration tools.   Black Vault: A secure repository of the Federation’s most classified intelligence, accessible only by Archangel.

History

Notable Operations   Operation Shatterpoint: A covert mission to dismantle a rogue AI network that threatened to destabilize the Federation’s digital infrastructure.   The Arbiter’s Gambit: An infiltration of a rival faction’s leadership circle, uncovering plans for a large-scale invasion and allowing the Federation to prepare a preemptive response.   Operation Silent Pulse: Neutralization of a terrorist network operating within a Federation colony, ensuring the safety of millions of citizens.   Operation Silent Beacon: The ministry successfully intercepted and decoded encrypted communications from a rogue faction, preventing an assassination attempt on the Supreme Chancellor.   Piracy Suppression Campaigns: Intelligence reports have led to the capture of notorious pirate leaders, securing critical trade routes for the Federation.
