Marsember, the second-largest city in Cormyr, is a sprawling seaport built on a network of islands interconnected by bridges and canals. Known as the "City of Spices," it is a bustling hub of trade and commerce, with markets offering rare goods from distant lands. Despite its vibrant economy, Marsember has a storied history of corruption and intrigue, with House Glanend at the center of its mercantile dominance and shadowy dealings.   The city’s distinctive canal network serves both as a means of transportation and waste disposal, contributing to its pungent reputation during low tide. Skiffs, pole-driven flat-bottomed boats, navigate the waterways crowded with goods, people, and the occasional smuggler.  

House Glanend: Masters of Trade and Shadows

House Glanend is the unrivaled trading power in Marsember, controlling much of the city’s legitimate and black market commerce. While publicly celebrated as the city’s foremost merchants, privateers, and shipbuilders, whispers abound of their connections to piracy, smuggling, and illicit goods. Their fleet dominates Marsember’s docks, and their influence extends from the bustling markets to the dark alleys of the black market.  
  • Privateering and Piracy: House Glanend’s fleet of privateers protects trade routes but also engages in piracy under different flags, seizing valuable goods from rivals.
  • Black Market Ties: Through trusted intermediaries, Glanend ensures the flow of contraband—including rare spices, forbidden magic, and even stolen artifacts—into Marsember’s markets.
  • Political Influence: Their wealth buys loyalty, keeping city officials pliable and Purple Dragons at bay. Only the War Wizards and Harpers offer any meaningful resistance to their shadowy operations.
  The Glanend estate, a sprawling manor with its own private docks, is a symbol of their wealth and power, as well as the hub of their hidden operations.

History

Originally named for the Marsember Marsh, the city began as a port serving the Starwater River. Frequent storms plagued its early development until King Palaghard II ordered quarry rubble from Tyrluk to shore up the islands. Over time, Marsember grew into a major port city, renowned for its commerce and infamous for ghost stories, sunken treasures, and tales of will-o'-the-wisps haunting its bogs and canals.

The city’s wealth distribution skews heavily toward a merchant elite, dominated by House Glanend and a few noble families, while the majority of Marsembians work as laborers, artisans, and tradespeople. Sailors, fishers, and dock workers form a large portion of the working class, while the canal-heavy city also employs many skiff operators and shipbuilders. A thriving underclass exists in the shadows, fueled by smugglers, pirates, and other black market dealings that blend into the city’s vibrant but stratified society.

Marsember is governed by a crown-appointed representative, currently the widely distrusted Ildool, whose administration is plagued by accusations of corruption and tax skimming. The city relies on a network of heralds, War Wizards, and the Purple Dragons for day-to-day enforcement of laws and customs. Taxation is levied on goods entering and leaving the bustling port, though smuggling remains rampant due to gaps in oversight and the influence of House Glanend. Purple Dragon patrols in skiffs maintain a semblance of order in the canal-filled city, while the War Wizards monitor magical activity and the Thayan enclave. Despite these efforts, much of the city’s functionality relies on local merchants and trade guilds, who wield significant influence over Marsember’s economy and social order.

Marsember’s defenses are shaped by its geography as a canal-laced city and its strategic importance as a seaport. Each island is surrounded by low seawalls made of quarry rubble, protecting against storm surges and flooding. Stone bridges connecting the islands are easily guarded and can be barricaded in times of crisis, creating natural chokepoints against invaders. Starwater Keep, a fortress on the eastern edge of the city, serves as the headquarters for the 3,000-strong Purple Dragon garrison, who are trained for urban and amphibious combat. The canals themselves act as informal moats, requiring attackers to navigate narrow waterways under fire.   The naval docks house twelve ships of the Imperial Navy, which can quickly mobilize to defend the port and patrol the Dragonmere. Elevated towers like King’s Tower offer vantage points for spotting incoming threats. The city also employs trained swimmers among the Purple Dragons, equipped with "lawhooks" for canal patrols and rapid response to smuggling or sabotage. Geographic Features

  Marsember is a unique settlement built on a series of sandy islands nestled within the Dragonmere, also known as the Lake of Dragons. The terrain is flat and marshy, surrounded by canals and shallow waters that give the city its distinct network of bridges and waterways. The Starwater River flows into the Dragonmere near Marsember, providing a steady supply of fresh water and an important trade route.   The Dragonmere itself stretches out to the horizon, its shimmering surface often reflecting the sunlight or moonlight in a dazzling display. The surrounding marshes and bogs add a sense of mystery to the area, often shrouded in mist during the early morning hours. Despite the practical challenges of its marshy foundation, Marsember’s location affords it striking views of the lake, dramatic sunsets, and the bustle of ships coming and going from its docks.   Low seawalls made of quarry rubble protect the city’s islands from storm surges, while the canals offer a sense of charm and adventure to its urban layout.
